		<title>Holt crossing &#8211; decision awaited</title>

			<content:encoded><![CDATA[<p>The formal consultation on the proposals for a pedestrian crossing in Holt has closed.   There were about 140 submissions in support and 8 objections.  However the council points out that the consultation was not a referendum and all the objections have to be given serious consideration.</p>
<p>Wiltshire Council highways officers will now present a report to the portfolio holder for transport, Dick Tonge, who will make a decision on whether to agree with the objectors and not build the crossing, or to go with the supporters.  In the latter case the zebra crossing was due to be built in late February, though there may now be some delay to that timetable.</p>
<p>The decision should be announced any day now &#8211; watch this space for the announcement.</p>

<p>Funding for the crossing is secured.  Holt was awarded £11,000 from Wiltshire Council&#8217;s &#8216;Substantive Highways Scheme&#8217;.  This is a fund of £100,000 for road safety improvements across the county, and Holt&#8217;s bid was one of only five successful projects.  A condition of the grant is that the crossing has to be built in the current financial year.</p>
<p>The Area Board agreed to contribute a further £5,000.  There are also commitments of £500 from the Parish Council and £500 from the school.  Local fundraising included the &#8216;Any Questions&#8217; event on Dec 2nd which raised £1,000 and a contribution from the village&#8217;s Auction of Promises.</p>

			<content:encoded><![CDATA[<p>A transport study for Trowbridge produced by consultants Mott McDonald has made a range of suggestions about the future of transport in the town and surrounding areas.</p>
<p><span id="more-857"></span></p>
<p>These include construction of a new line for the A350 from West Ashton to Trowbridge to cope with increasing traffic generated by the thousands of new houses to be built on that side of town.</p>
<p>Wiltshire Council has always claimed that the new developments and the opening of the Hilperton Relief Road won&#8217;t affect traffic in Staverton, despite it being blatantly obvious to everyone else that it will do.</p>
<p>The consultants say:  &#8221;The B3105 at Staverton also experiences congestion where it crosses the River Avon, due to the traffic signals that limit use of the bridge to one way at a time. Capacity problems would be removed with a new or widened bridge to allow two-way use but this would require major structural works and has previously been ruled out. However, a smaller traffic management scheme could still deliver significant reductions in delay times. Initial analysis has identified that significant benefits could be achieved if the southbound B3106 approach to the junction from Holt was closed and, as a result, the traffic signal timing could be adjusted. However, any option that includes the partial closure of the B3106 would require a detailed analysis of the impacts and consultation with the local community.&#8221;</p>
<p>The closure (or making one-way) of Holt Lane has been suggested before on several occasions and always rejected.  It&#8217;s noticeable that when the lane is closed by flooding congestion increases considerably on the causeway and other roads.</p>
<p>The positive point is that the problems of Staverton have at least been recognised, even if the solution put forward by the counsultants is poorly thought out.</p>
<p>The study puts forward a number of radical ideas for improving transport in and around Trowbridge most of which, such as introducing cycle tracks and making life easier for pedestrians, will be ignored by Wiltshire Council.</p>

			<content:encoded><![CDATA[<p>Holt Parish Council has organised a new housing survey for the village.  The previous survey in 2008 resulted in the plan for twelve houses for local people to be built in Station Road, and construction of these is about to start.</p>

<p>The latest survey will similarly help to identify what housing is needed to go on the Tannery development, as well as helping the Neighbourhood Plan to assess what, if any, need there is.  The PC say, &#8220;We may need small or large homes, bungalows, flats or houses, rented or shared ownership.&#8221;  The survey will be delivered in late February.  People are strongly encouraged to return the forms, even if they&#8217;re not in any housing need themselves, as the results will help to ensure any future development in the village is in accordance with what people need and want to see.</p>

			<content:encoded><![CDATA[<p>Holt Parish Council has complained to Wiltshire Council about unauthorised signage on Leigh Road which attempts to direct traffic heading for Chalfield away from Holt Manor, and about stakes being put in the verges along the road near the Manor.</p>

<p>However WC highways officers say they&#8217;re not concerned about the signs, which have been temporarily removed for the winter.  They&#8217;ve pointed out to the owner of Holt Manor that he could be liable if anyone following his signage had a road traffic accident at the northern turn towards Chalfield, where the junction is on a blind bend, but there are currently no records of any accidents at the junction.</p>
<p>The owner of Holt Manor has however been asked to remove the stakes along the verges as these have been put into land which is part of the highway.  Wiltshire Council highways officers were initially reluctant to take action on these, until pressed to do so by Holt Parish Council.</p>

This is the last one that will be prepared by the Authority and will run until a new plan is written by the Police and Crime Commissar following elections in November. The Police Authority is undertaking a wide consultation through Area Boards, surveys, meeting members of the youth parliament, and MPs. They would like to know of any pressing local concerns, over and above those already identified as local priorities, which could be considered for inclusion in the policing plan.</p>
